Of those, number of people actually charged: 221
That's less than a 20% accuracy rate, ie. if you're arrested under UK terror laws, you are probably innocent (source). We're not talking here about people who were charged and then most of them got off in court (like the rape statistics), we're talking about people for whom the police couldn't even find enough evidence to convince the CPS to take them to court at all. If there were grades of "innocent", these people would be the purest of the pure white.
That said, Davis is a egotistical idiot. What kind of moron quits a front-bench role to express just how much he agrees with his own party? If there's another vote called now, Labour will be one vote up! With a margin in single figures, Davis' resignation might actually hand victory to Labour next time round.
This is all about trying to upstage Cameron, mark my words. Davis is still very sore about losing the leadership race (and not just once, but twice).
