Excellent quote, and I agree with your comment, except what is the word "current" doing there? Was Michael Howard's Criminal Justice Act, for example, in any way less worrying?

I think that both types of scrutiny are important.

Be fair, though - it's a failing of all parties and all legislatures, not just the current crop.
