I think I've spotted the Government's strategy.

1) Think of something that will actually improve matters; 2) do the exact opposite.

Don't these people have civil servants to advise them any more? people who can say "Yes, Minister, but perhaps when you've finished foaming and the injection has had time to work you might care to consider the matter again?"
