The move is aimed at stopping those now floating on the fringes of terrorist cells from being sucked further in.

Because, of course, throwing those on the fringes in jail won't strengthen their resolve.

Thing is, Howard has done a recent mailshot, asking people to register for postal votes, and use them to vote for him. I remember him as Home Sec. Blunkett may be bad, but there's no way I want him back in power either.
